No, It Doesn’t

Does Megan’s Law apply to a 12 year old caught playing doctor with his 6 year old half brother?
The justices heard arguments Tuesday in the case of an 18-year-old identified only as T.T. He was 12 when he was caught giving himself and his 6-year-old half-brother an enema.

An appeals court ruled the boy’s motivation was not sexual, and he did not need to register as a sex offender under Megan’s law.

Warren County prosecutors argued the appeals panel wrongly focused on the boy’s motivation instead of his aggravated sexual assault conviction.

How is that aggravated sexual assault? This is aggravated sexual assault. I am not so naive as to suggest that the 12 year old ought not be watched closely, but without some additional context, it appears insane to me to brand a child that age a sex offender.
